It was created by the Internet Intelligence team at Oracle to allow anyone to track widespread internet outages, web traffic changes, and likely locations of emerging threats.
Says Oracle's Director of Internet Analysis, Doug Madory, "This free site will help to democratize Internet analysis by exposing some of our internal capabilities to the general public in a single tool."
